During the past thirty-two years Manistee-Benzie Community Mental Health (MBCMH), a quasi-governmental agency responsible for mental healthcare in the community has employed me in a variety of increasingly responsible positions. Early in the evolution of community based services, the primary focus of the agency was to develop various programs with the capacity to bring people back to the community from long term institutional care settings which was provided by the State of Michigan. Over the years services evolved and adapted to provide specific treatments and supports designed to meet to individual needs of persons suffering from mental illnesses and developmental disabilities with goals of recovery and normal living in their communities.
My responsibilities grew from directly providing services to designing and implementing programs and managing a broad range of professional services. The last eighteen years I served and the Chief Executive Officer of the agency providing services for fifteen hundred people annually. Resources for providing services were generated primarily from Federal Medicaid funds (90%) with the remainder (10%) from State, local and private insurance revenues. In recent years the annual revenues for all services and operations were in the $12-$14 million range.
During my tenure as CEO I was responsible for the Management of approximately one hundred full and part time employees and resources from more than one hundred professional services contracts to carry out the administrative and operational responsibilities of the agency. Because of the nature of the revenue streams coming primarily from the Federal and State Medicaid programs the agency is highly regulated and regulatory compliance is an extremely important responsibility of the administration team.
