During the past thirty-two years Manistee-Benzie Community Mental Health (MBCMH), a quasi-governmental agency responsible for mental healthcare in the community, has employed me in a variety of increasingly responsible positions.  Early in the evolution of community based services, the primary focus of the agency was to develop various programs with the capacity to bring people back to the community from long term institutional care settings which was provided by the State of Michigan.  Over the years services evolved and adapted to provide specific treatments and supports designed to meet to individual needs of persons suffering from mental illnesses and developmental disabilities with goals of recovery and normal living in their communities.

My responsibilities grew from directly providing services to designing and implementing programs and managing a broad range of professional services.  The last eighteen years I served as the Chief Executive Officer of the agency providing services for fifteen hundred people annually.  Resources for providing services were generated primarily from Federal Medicaid funds (90%) with the remainder (10%) from State, local and private insurance revenues.  In recent years the annual revenues for all services and operations were in the $12-$14 million range.

During my tenure as CEO I was responsible for the Management of approximately one hundred full and part time employees and resources from more than one hundred professional services contracts to carry out the administrative and operational responsibilities of the agency.  Because of the nature of the revenue streams coming primarily from the Federal and State Medicaid programs the agency is highly regulated and regulatory compliance is an extremely important responsibility of the administration team.

Encore Career Goal
It is my goal in the next phase of my career to utilize my past managerial experiences to assist businesses and organizations as a project or performance "change agent".  As organizations develop and evolve, whether to do internal quality improvement endeavors or external regulatory requirements; successful transitions need collaborative planning, policy development, strategic implementation and compliance monitoring.  Developing a team approach to managing transitional projects with specific measurable objectives is a basic requirement for the success of all organizations in a rapidly changing business environment.   I would like to be involved on either a time limited or longer-term basis in a team leadership position for interesting and challenging projects.  I would particularly like to be involved in projects that encourage an organizations environmental awareness and stewardship and the development and implementation of wellness programs for employees.

Experience: My name is Brian McHugh. I am an LMSW and last March left my position after 9 years, as Clinical Program Director at Sanilac CMH. I resigned my position in order to start a Children's Residential Treatment Facility (CCI) in Kingston, Michigan which is called Betsy's Place. We are licensed, have hired employees, have been issued a rate from the office of Contracts and Rate Setting, and are all set to go. However, due to the changing landscape in Michigan Children's Residential Treatment and Children's Foster Care, and the DHS' ongoing evaluation of systemic needs state wide, we have not to date have been able to accept any placements, (despite many requests).

Although I continue to work on it I'm not sure how long it is going to take to overcome the obstacles. Therefore, I am looking for any kind of part-time, full time temporary, fill-in type employment. I have worked in the CMH system for 23 years in Tuscola, Bay-Arenac, and Sanilac counties, and I am well versed in all SED and Adult programs.

Also, having worked as a clinical director, I know there are times when I needed someone with experience to just step in “briefly” in ACT, or OP therapy for example. It was usually very difficult to find an experienced clinician looking for temporary work.
